Hacking filesystem error after swapping sd cards (new3ds)

So after not updating in a while i decided since MH:G is out in the wild i should update my cart and i noticed i had to swap micro SD cards because the internal one is too small for the .cia file (2gb vs red cards 16gb) after doing the swap and formatting (Fat32 on both) i could get to the gateway mode (the options > profile method doesnt work for me) i now get a "file system error" when i hit select.

I tried formatting the external one doing the exFat but that doesnt seem to make a difference. WHen i load into the gateway menu it asks me to update every time i do it now.

So what might be my issue/fix?

found out i needed to use an external SD card formater to get the red card SD to work.
