Fighting stick question

I still don't fully understand the function of a turbo button on a fighting stick. I'm always reading mixed comments regarding the ethics of using the function, but I'm unclear as to what it does for you exactly during fighting gameplay.

Say there's a move that works better the faster you hammer the button. The turbo button electronically hammers that button for you.
 
Hmm...interesting. So, it's not a matter of, say, re-mapping a particular button to do something like PPP or KKK (in Street Fighter)? I'm guessing that makes cancels and chains easier perhaps?
