Yes, it will boot FHDB when you turn on your PS2 by default. I am unsure whether you can reboot it without it though, although I can't think of a reason why you would want to. In any case, if you want to disable it, I suppose you could always just unplug the network adapter (in that case, make sure to turn the console off by either unplugging the cord or using the switch in the back, if not a tiny fuse will burn inside the console that's a pain to replace)
