Homebrew FCEUGX Cheats Turned on Automatically?

Whenever I load up a game which has a cheat file in the cheats folder, all cheats are automatically set to on. How can I get this to keep all cheats off upon load or to save the selected settings for the next loading of the game?

BTW using FCEU version 3.3.4

There seems to be a complicated way of doing it, by editing all the cheat-files.
