No, it can install everything the operating system will accept (FBI 2, or for that matter any title manager, only extracts some information to pass it to the system's title installation functions, which do the bulk of the work)

Now, being installable and usable are different questions (most/all current CFWs can't run decrypted system apps, no problem for regular ones)

So for Games on luma 9.1 it does not matter wether we use decrypted or encrypted cia files.
