Hacking FBI Injection (Cannot install cias ) help!

Hey I´ve installed everything succesful, but if I try to install a cia it says:
"Install failed
Did not install app.
Error: 0xd9004589
FS (0x11)
Permanent (0x1b)
Wrong argument (0x8)
Invalid databaseSave hash check failed"

Any solution? Tried 5 cias or so :/. Want to install SaveDataFiler&some games etc.
I hope someone can help me!

You skipped a step, follow the tutorial.

Navigate to SD:\Nintendo 3DS\gibberish numbers and letters\gibberish numbers and letters\ and create a folder called "dbs".
Make a new text document.
Do not put ANYTHING in it, and save it as "title.db" and save it once again as "import.db". Make sure to change the file extension from *.txt to All Files. You should now have two files in the folder named "title.db" and "import.db"

I had the same issue when setting up my n3ds emunand but this still didn't work. After creating the files I had to go to data management under settings, which notified me the db was corrupt and created a new, working one.
