Hacking FBI freezes after loading up CIA folder contents?

I have a New 3DS XL with A9LH installed. I have like 16 CIA files stored in my CIA folder. After loading up the folder, FBI seems to freeze a few seconds later. Why is this happening? My first CIA install went smoothly.

Edit: It seems like if I put a cias together in smaller chunks it won't freeze. But I would still like to know why this happens.

Edit 2: Nevermind, it seems like the problem was a corrupt cia file that was causing it to freeze.
