Homebrew FBI - Does Install from Seed Still Work?

I know that Nintendo blocked stuff like FreeShop quite a while ago. However, does the "Install from Seed" option on FBI still work? I'm trying to find a game, and the only online download on that ISO site has the seed as a download instead of the full CIA file. Can I still use this, or do I need to keep looking?
