I don't know what you've been doing angelus kun, but mine works (at least QR installation) as I have done it using rosalina hbmenu.
It might give you an error during installation but the ticket will be installed regardless of that. Just go to the tickets menu and it'll be there in red (uninstalled ticket). You can then select it and tell FBI to install from there.

Wow its like Magic i can install everything if i select the correct ticket but if i select QR code install the app gives me anime error but the ticket is installed, why this happens?

If you actually play your 3DS online I would highly recommend not to listen to the first two people. Nintendo already stated before that they have access to your Activity Log when there was that Sun and Moon banwave. People were also banned when they played FE: Echoes days before its release. I wouldn't recommend it but to play it safe inject it on the H&S app since its still has a Nintendo verified title ID.

I think its more easy but a little weird because really you don't need to use H&S app a couple of hours but @phalk idea worked very fine, i can spoof HBlauncher with my Mk7 game And nintendo cant see the diference, the only bad thing is that i need to search the correct title ID from my installed tickets haha

Nintendo only sees the TitleID of your game, nothing that can identify your console.

how do i get an older version of fbi to install i had one that was 808 kb so it was small enough to replace health and safety but i accidentally deleted it and im trying to re inject it and its telling me fbi is too big for injection into health and safety
