Yeah it should be the same other than you needing to use a card formatted to FAT32 rather than FAT/FAT16 like the older loaders.
You still update the loader by putting a file called ezfla_up.bin on the microSD and holding R when booting, obviously you can not use the older versions with this though.
You still use EZ4client, or some other GBA patching program, to patch the games to save, as well as add soft reset patches if you want those.
The buttons inside the loader should be the same, though I will note that you might want to hold L and A to boot some games as the loader is now using soft reset to boot rather than hard reset.
If there is a quirk (like the mario titles wanting the game to be named 8:3 style rather than long names) it is probably still there and sorted the same way.
There is no DS side of the loader any more so some of the skinning programs will not work the same, also if you have a flashme modified DS set to boot the GBA slot (you probably will not have this) then you will have to hold select when turning the DS on.
