Hacking Error on FBI-FAT operation

Hello people,I'm with this error here on every app I tried to install on 3ds and I think it isn't the SD card,it's the third SD I tried and same error,format the 3ds didn't help too,someone know what's this? I searched on google the error but none of the results works here

For starters, what's the exact format (format+cluster size) of your SD card? Second, are you sure the write-protection is disabled (the little slider at the side that prevents writing to the SD card)?

FAT32+32768KB on clusters,the default settings basically on the app Guiformat for Windows

What version of Luma do you have (if you are on Luma)? If under 9.0, just in case the FS patches aren't applied automatically for whatever reason, go on the Rosalina menu and look for the option to apply FS patches. If on 9.0, it's not that. Not sure if it's that, so just try a getting a new CIA to install in case the one you downloaded has a problem (just redownload it from GitHub or from wherever the Anemone repository is hosted). Besides those two things, I can't think of anything else.

I'm on 9.0,trying Ctrtransfer to 11.5 now. Where is this option on Rosalina,you know? I think it isn't the CIA,because 7 cias occurred this error only in this console,I used yesterday the same files in other console and works the installation
