Error 80028F17 with PS2 Classics emulator and PS3HEN

I tried playing Crash Bandicoot: The Wrath of Cortex (PAL) on a PS3 Slim with PS3HEN using the PS2 Classics emulator, but it ends with error 80028F17.

It's a CECH-3004A with HFW 4.91 and the latest version of PS3HEN. Also the latest version of Webman MOD + PS2Config database + PS2 Classics Placeholder are installed.

The ISO is encrypted to a .ISO.BIN.ENC and placed in the PS2ISO directory of the internal HDD. I tried encryption with PS2 Classics GUI on the PC and Apollo Save Tool on the PS3 with the same results.

Webman MOD can mount the game, but after starting the Placeholder the screen stays black for some time, returns to XMB and the error message appears.

What's going wrong here?
 
Other (DVD-based) PS2 games do work, but this CD-based Crash Bandicoot: The Wrath of Cortex just don't work. I found this problem with CD-based games on multiple places, but without a solution.

Also, Multiman does automatically install a matching .CONFIG file when a game is started, but somehow the emulator is not applying it. I had NFS: Underground 2 installed which needed the .CONFIG to fix choppiness but it doesn't.
