I can't boot the system without an SD Card in, also I saw that when I tried going into the streetpass settings in the system settings, the error would happen.
If your n2DSXL blue LED turns on and then fades out without the micro SD card in place, that means you forgot to setup CTRNAND Luma3DS.
You'll need to be figure if the error is coming from the 3DS firmware or the SD card by booting without the card.
Taking a small sized, spare micro SD card (like the 4 GB one that came with the n2DSXL),
- Copy everything off the SD card over to a computer.
- Reformat the card in FAT32 + 32 KB cluster size with either Windows File Explorer or guiformat if it's bigger than 32 GB.
- Full Write + Verify the empty card with H2testw. Do not skip this step.
If an error was reported, replace the hardware failed card and go back to step 1.
- Build a temporary reference SD setup with this CFW starter kit. Do not add back your main setup at this moment.
- Updating B9S - Use SafeB9SInstaller to ensure your n2DSXL is using the latest boot9strap v1.3.
- It is possible to substitute boot9strap with fastboot3ds v1.2 stable using instead the OpenFirmInstaller.
- For this debugging run, stick with boot9strap (SafeB9SInstaller).
- Finalizing Setup - Try to follow through with all the sections. If the n2DSXL fails to boot to HOME Menu, at least do the Section VI - CTRNAND Luma3DS.
- You better not have skipped step 3 unless you want to risk bricking your firmware.
- Turn off the system, remove the SD card, and turn it back on.
Does the n2DSXL boot to HOME Menu without the card?
- YES - The problem is coming from your main SD setup.
- NO - Your 3DS firmware will need firmware repair.
Further steps will depend on the above outcome.

@RobbyLuigi, the CTRNAND Luma3DS is a separate issue. Look into the Finalizing Setup if you originally hacked the n2DSXL without backing up the SysNAND & installing
boot.firm on the CTRNAND.
