i dont remember how i got the ship upgrade o.o i just got it and was like SWEET!!
have u went back to each landmark that you can reach and do the side quest and have you done the sea quests for each of those landmarks o.o if you dont get it just advance in maze a combination of those and you'll get the upgrade
