Homebrew emunand loader??

so i was thinking about: "there's a way to load emunand with the web browser?"
by now we need the mt-card launcher to load emunand without card's and it only work on 4.5.....so if anyone have time and knowledge to buil an emunand card-free loader for 4.5<fw the homebrew comunity will get updated 3ds with HB still enabled on sysnand!
i have time but not knowledge!

Not only EmuNAND would be great!
I prefer to Load RedNAND (4.5 CFW) via Browser and using a 9.2 SysNAND

I think it may be possible using ARM9, but not easily. Would require soft reboots and such.
