Then use Rxmode SysNand instead.

It's not required, but it's highly recommended as you can keep it updated to use eShop and play newer games.

Did you download the newest firmware.bin using cdn_firm.py and put it on the SD?

As I already mentioned EmuNAND is apparently required for the FBI injection. Not for rxtools. You can still use SysNAND rxmode. Just without FBI. I don't know why it doesn't work without, you may want to have a look at GH.
