Hacking emuNAND help

Okay so I wanted to upgrade from an 8gb sd card to a 16, and I did all the steps (format emuNAND on the 16gb so it makes the partition, use emunand tool to extract emunand from O3DS sd card and inject it into new sd card)

However,upon loading the 16GB card, none of my CIA files were there. I thought dumping the emuNAND contained those too?

If so, how would I go around injecting the emuNAND with all my CIA files?

you need to copy over the files on the sd card too not just the emunand partition.
