ROM Hack Editing Virtual Console Saves via .sav Backups?

I'm wondering if it's possible to hex edit VC save data via connecting to PC and editing saves in the "backup" folder. The .sav files for NES and SNES games are 1MB and 3MB respectively which seems unusually large so I'm not sure if that's the right place (maybe it's encrypted)? I'm new to 3DS hacking and I don't have Homebrew so if anyone could help me out with this it would be greatly appreciated!

GBA save injection is possible. As for SNES save injection, it's sorta impossible at the moment. I've searched for ways on how to inject NES saves, but I don't think it's possible either afaik.
