Well it mentions homebrew support which I wouldn't have thought would be possible with a device like this... (Surely the discs are signed like 360 and wii?)

Are you talking about Tales of Vesperia? If so, you can buy a US PS3 with CFW like Rydian said, 99% of all PS3 games aren't region blocked.

best way is to find one with is to search for a ps3 with a ylod problem encountered before 3.55+ ''bricked'' consoles are hard to sell but if they are ylod they are not useless when you are going to softmod it.

Three options.

Buy a PS3 with OFW 3.55, or one with CFW already preinstalled.
Downgrade a downgradable PS3 with a Progskeet/E3 Flasher.
Wait/Wish for the Cobra ODDE to get released. (We're being sent a review sample in the coming days. Hopefully.)
