Someone needs to write a guide on this, I will do it if and when I can figure it out.

The first part is easy using https://gbatemp.net/threads/dumpiine-v1-0-dump-your-rpx-and-rpl.398790/ got it dump the small file.

The second part is a mess, you need TCP Gecko? But have to load Pygecko first? I've tried a few times and things bit to no avail.

Does know anyone know exactly how you dump a VC Game? What are the steps?

well this is how it works.

First use dumpine to dump the rpx.
Use loadiine/dumpine kernel, then run dumpine, then enter the desired VC title for afew seconds.
Exit the title, go to miimaker and press A on the RPX to copy it to the SD card.

    Dump content
    Run normal kernel
    run tcp gecko
    enter your desired VC title
press the buton for the VC menu and stay there
Now on the pc use the gecko client, put your wiiu IP and hit connect [https://gbatemp.net/attachments/gecko_dnet-zip.20859/ ]
After it connects go to memory viewer tab
click read FSA and hope it works(since its very unstable)
if it works it will show the contnent folders right click the main folder and export it to the pc.

Thanks for your help pedro702 I really appreciate it.

I was able to use dumpiine to dump an rpl file, that went easy and doesn't seem to be hard.

I think your instructions are fine, my main problem is running the exploit, wj44 is down tonight the links are clickable but give an error, is there any other URLs I can use?
