ROM Hack Dumping .cia files

I want to dump the .cia files from my 3ds's system (downloaded from eshop, not on a cartridge) into a .cia. I know that there's braindump, but I'm trying to dump Pokemon Blue so that I can download it onto another 3ds. Is there any way to do this?

if you have decrypt9wip then you can dump it into a cia file

It works for downloads as well.

You can use Hourglass9 instead. Just go to Miscellaneous, then SysNAND title to CIA. You then have to select the id for the game you want to dump, which you can check with FBI, by going into Titles and hover over the game. It should show the id on the top screen. Or you could just look online for the id of the game.
