If you're on an Old 3DS, try launching it in rxtools.

If you're on an old3DS you could boot into rxMode with rxTools and since signature checks are not patched you would know if it's legit if it shows up and works. Or if you have gateway I think classic mode would work for checking too, but I'm not sure because I don't have a gateway myself.

Theres no such thing as a stupid question, and no big blue menu will not tell you what CIA's you have are legit/clean.
