I posted a similar thread on Wiiware in the Wii U thread, but I’m wondering something similar for my 3DS.

Is it possible to run DSiware games as CIAs just like any other games?

The 3DS operating system, including twlfirm (the DS/DSi mode virtualizer) and the four DSi system titles, which may need reinstallation if you have performed a ctrtransfer - this is, or was, well documented in the troubleshooting section of Plailect's famous guide

By the way you are not required to use neither Luma nor FBI (though they are perfectly valid options), to install or run unsigned DSiware
