You can buy DSiWare without an NNID, but you need another homebrew entrypoint because you can't get Steel Diver without an NNID.

I have sky3ds, entry isnt a prob, was only curious it you can sys transfer the dsi save without having a nnid linked

Apparently you can but it seems like an unnecessary risk and as the game would be attached to the device id and not the NNID

Sky3ds works for homebrew entry points?!

Yes, a lot of users got a Sky3DS instead of a Cubic Ninja for example because of the prices got ridiculous. Freakyforms Deluxe is also one you can use with Sky3DS.

Risky? It's not risky, it reduces time for those wanting to downgrade only and have a physical entry point with 11.2 payload.

Nintendo CAN restore your purchases to a 3DS even without NNID, given you have the serial code and give enough proofs of the 3DS being yours.

My 3DS was destroyed back in 2013 before the NNID system came to the 3DS, and Nintendo helped me get all my purchases (above 150 games between eShop only, retail as digital and VC) back to my new 3DS.
