I just had a look at the iQue dump list and there are only 3 full games on it. I was wondering if any of the normal releases have a Mandarin language option.

Also if anyone who knows could tell me if they're in traditional or simplified characters.

I think there's only very few officially Chinese translated titles due to the high rate of piracy in China. You would be better off searching for fan made translations instead because they come out very quick! Think I saw a full translation of Pokemon DP the last time I was checking the boards... Just search for ?? to find patches. They're usually in Simplified Chinese.

Mandarin usually always uses simplified Chinese anyway. Cantonese and Taiwanese use traditional. So, if it's a game for mainland China, it will be simplified Chinese.

I wouldn't expect too many games in Chinese as consoles really aren't popular there. They really love their PC games, but consoles are very rare. You can see the odd GBA on the subway, but I never saw a DS anywhere. In fact, the GBA was the only console I ever saw for sale there, other than the PSP at the Sony store.
