I've heard the dreamcast can play burnt games without a mod chip or anything.. How valid is that statement?

Some isos require a patch for the DC to read them.
Use BootDreams to apply the patch and burn the game
Get yourself some eumlators here. Note that every console up to SNES works beautifully. SNES runs slowly but it's playable. It's a little bit faster when you turn off the sound.
