The Dreamcast doesn't read DVDs, any games which are larger than a CD have had something ripped or downsampled to fit on a CD by the group that released it.

Yes you need those higher capacity CDR's but if I recall pretty much all games fit on a regular CDR, it's been a long time since I burned dreamcast games.

only for the game 'd2' you need 99min cdr, but its not worth it

all other games fit fine on a 700mb cdr.

There's also a version of d2 floating around that fits on regular CDR, but obviously you need more of them, and you have to know certain spots in the game to save manually so you can swap the disc or it will crash if you hit the swap point (since it wasn't actually coded into the game to swap at that point)
