Dream NES emulation is it possible?

Would it be possible to one day create an NES emulator that could emulate mappers just by loading the game roms? For example, instead of having vrc6 code in the emulator, you would have code that would get all the information it would needs to emulate vrc6 by loading the JP Castlevania 3 rom? The NES has so many different mappers that i'm sure not all of them are emulated in even the most accurate and/or compatible emulators. If you could emulate the mapper hardware just by running a rom with the mapper in it, it definitely could increase compatibility to fringe roms. Granted, I don't know if that's possible, or if it is, if it would require a huge increase in specs.
 
Short of some kind of AI that reverse engineers the thing and figures out how it works then no.

They are, even in lower power systems. It is usually only the really custom new ones, or obscure ones favoured in Hong Kong style pirate carts and homebrew that are not. All known commercial ones (which also include those almost any hack would convert a ROM to use) are emulated by everything which matters on all systems everywhere really and it is the likes of the SNES with the special chips that cause problems for lower powered systems and lesser emulators.

As for the matter at hand I don't think you quite grasped what mappers are or aspects of hardware design that underpin this. I don't imagine any game includes the hardware documentation for the chips that make up the mapper and so no emulator would know how to behave when the game randomly sends data into what it thinks is a magic black box and wants a response, or sends it a command and expects this section of ROM to be made available for reading.
