i believe that means no decrypt9 for me
Just run it properly instead of trying to get it to work from emunand which isn't going to happen...

You said you had sysnand 4.5 in a previous post, which means old 3ds therefore you have other options to run it from sysnand....
like the spider (old 3ds browser) version called Launcher.dat or alternatively you can use the MSET .dat version with the browser on old 3ds as well... like so..

i am using the mset method right know. i am sorry for being dumb. i am confused to many things today xD

if i use the mset method do i have to remove gateways launcher.dat because it crashes

when i try to decrypt a rom than following error appears: Opening D9decrypt.....
Could not open D9decrypt!
Files to decrypt go to D9decrypt/!
Decrypt ROM(s): failed!
Press B to exit!

what does that mean?

in the readme it says i have to make a folder named d9titles to decrypt roms but it should be named d9decrypt. now it works.

Fails how? That doesn't really tell me much....

And if you decrypted the game directly in Decrypt9 with the NCCH/NCSD Decryptor (in d0k3's version) then you should just be able to extract it with with first window in my GUI i linked. There's a "help" button... click it, read it. :P
You shouldn't need xorpads if you did it that way....

It's as simple as click browse, find your game, open it, click the top 3 "extract" buttons and if that all goes well, press all 3 "unpack" buttons and you're done. Game fully extracted.

What do I do with a decrypted cia right now? What's the easiest way to get romfs/etc out of it?

I'm trying to work on Omega Ruby/Alpha Sapphire and trying to dump SD xorpads leads to like.. 16gb+ of files, and I run out of room.

Deep decrypt it, then use CTRtool to extract the CIA contents, then use CTRtool to extract romfs etc... from the extracted contents (normally you only need the first one).

That's a question very specific to Omega Ruby and the texture mod you're using. I can't answer it, and there may be better places to ask this.
