I've heard that it's recommended to format your 3DS before downgrading, but I have a lot of save data that I would prefer not to lose.

Is there any way to safely downgrade without losing save data?

Nope, downgrading will erase everything my friend, but what you can do is use JKSM to extract your saves, downgrade and then restore your saves
