No it doesn't, and no it's still possible to access eShop and play newer games.

make sure you spell your topics and info right so it shows correctly in searches. Otherwise you are just cluttering up the forum and not helping.

As stated the answer is NO and eshop/newest games will not work in the emunand. I don't think there are very many games that won't work at 9.5 though. I'm not sure if there is a list.
