Do we need a fully lobby for multiplayer for older CoD games? PC

For the older CoD games (interested in MW2007 and WaW), do we need a full lobby to start the game or can we play with 1. two people or 2. even one person and the game just puts in a bot on the other side.

Usually PC games around that time had bots so you could even play a game with only one player (yourself). All other spots are assigned to bots.

It shouldn't. MW and WaW still had self-hosting for the PC version.

Take this with a grain of salt as I don't play much CoD and most of my time has just been on one game.

In MW2 and after, there is a minimum depending on the gamemode. It will try to merge lobbies if it can. I know Black Ops 2 can be hard to find lobbies for since if it can't merge it'll make a couple of empty rooms and slowly drag people in, and sometimes it'll keep that lobby unmerged forever. You need 6 for BO2 TDM iirc?
