Hacking DLC with gateway ?

I'm confused is DLC locked with 3DS (I can use it on retail or gateway)
or it use whatever key gateway use (If I purchase it using gateway emunand, it will only work on emunand) ?

Using gateway to install devmenu, proceeding with devmeny you maby install .cia DLC's

Yeah,I think if you buy it on emuNAND you'll only be able to use it on emuNAND.
