disabling windows 10 search from going online?

so i was searching in my pc if i had an installed program (sometimes i uninstall stuff because i don't use it for months and then there is that one time i will need it again)
and i noticed the search goes online to give me suggestions, otherwise it wouldn't know hxd is an hex editor
i want to disable\prevent this, because it's a total violation of privacy.
and no, switch to another OS is not an option.

I don't know how to change it, though I use ClassicShell, the Windows 7 search is soo better and ClassicShell captures that beautifully. Hopefully you find a fix but if you can't I'd get ClassicShell.

1803 changed it again and there is another fix as well further down. I think spybot anti-beacon can do it by forcing cortana off as well.
