Gaming Digital Manuals?

Is it normal for a .cia game to not have a digital manual on HOME screen? As far as I know all of my physical games have an in-game manual.

I was playing Culdcept Revolt and there is an option for a manual in the game, not on the HOME screen, HOME screen only shows Open. When I selected Manual the 3DS exited the game, goes to HOME screen then re-enters the game again. It doesn't break the game and the internet is a treasure trove of information anyways, however, is it possible for digital manual to be removed for .cia files in an attempt to save space?
 
afaik, digital manuals are extra xorpad files with the game itself. I don't know if cia games work that way though, but it does use xorpads. I guess it's possible to be left out to make the game smaller.
 
A CIA with a manual contains an extra APP file for the manual. If this file isn't included in the creation of the CIA (as in the case of mounting a CIA file that contains a manual and building a CIA file from the APP file), then the manual won't exist. This most likely means that you either pirated the game or you did what was described above when dumping a game from a gamecard.
