Hacking Misc DeveloperTools.zip found on 3DS web browser

So i was exploring the RomFS of system titles on the 3DS, and especially the web browser, and i found this file :
romfs:/browser/page/webinspectorresources/DeveloperTools.zip

i opened it and found an HTML page with an pop-up asking for an URL with the port :9222

And then it displays this webpage:

I think i should connect it to a debugger or smth but i dont know
i linked here the files extracted from the RomFS, can anyone tell me how does that work?

It's been well known for many years that it can be accessed normally from the Web Browser. This is nothing new.
