Maybe if you are a student or a part of a partner program but honestly last I checked it's a one time fee of 20 dollars for life time dev access. It's how Microsoft makes their money on homebrew. Not a bad deal.

I got it for free but this was before retroarch even existed on XBOX

If you really want to dive in to emulation, you'd need a Series S/X than a One/One X. This is as close as we'll get it to a hacking experience and I'm fine with it.
