Hacking Decrypt9 with browser not working

OK, so a lot of things are going on, and in short, I am preforming the things in Plailect''s guide again. However, the Decrypt9 with browser part is not working. I have the correct files on my SD card in the files9 folder, and I have tried Initialize Save Data several times. But none of the links are working. My 3DS is on version 9.2, and my browser is on 1.7567. Is there something I'm missing?

Try launch decrypt9 through HBL.

Except through browserhax, I no longer have access to HBL. But the browserhax page is down. Is there an alternate page that I can access?
