update: the 4GB card the N3DS XL came with boots fine into D9. guess I will just hack it with that and swap the SD card and contents afterwards. is that OK?

Yes, that should be just fine. Decrypt9 has the ability to unmount SD cards so you can switch mid-use by pressing select, in case you want to make a backup

perfect, thanks. guess I will just complete a9lh install and then swap SD cards manually (after copying their contents via PC).

now I am on this part:

https://3ds.guide/installing-arm9loaderhax

but my 3ds has already booted into 2.1.0

can I take the SD card out and prep it for a9lh now?

First, are you using an N3DS? Also, make sure you DO NOT use the update function from 2.1.0. Restore your nand backup you made when you are finished installing.

Edit: My bad, I wasn't reading your comment right. It's super late for me. Yes, you should be fine. The 2.1.0 firmware is actually on your 3ds itself now. Just follow the guide closely

restoring nandmin now and then will update to the latest FW. I try to closely pay attention to the guide, but I guess after nand restore the critical part it done ;)

Hate to spam you, but I'm heading to bed. Some googling led me to see that Decrypt9 can fail to initialize if you don't have all the slot key.bin files in the root of the SD, so that may have been your issue.
