I've heard now that the bootrom keys have been dumped, it is possible to decrypt a cia without needing a 3ds. It's very lengthy to send a cia to my 3ds, decrypt it, and send it back, so i was wondering if anybody has any background with this.

Nope, this isn't a thing yet. With all these 3DS hax and this doesn't exist.

It is possible, as long as you have the key file (Generated from a bootrom dump). Whether anyone has released "user friendly" tools to do it is another question.
