ROM Hack Dead or Alive Dimensions Costumes

I recently downloaded the dlc costumes and followed a guide for installing it but whenever i do the install it only shows two costumes.

Did you enable SpotPass and the SpotPass costumes option in the settings before you tried to import? In theory, both FBI and CheckPoint should be able to import the costumes, but you could try both if one doesn't work.
