Hardware Deactivating a used Vita

I just bought a used Vita console that had someone's account and games already on it. I formatted the console through the Settings menu and now the data and PSN account are gone but when I go to add my own PSN account now it says that access to PSN 'has been banned or temporarily suspended.'

I talked to someone in Sony's tech chat and they tried to get me to put the console in Safe Mode to format but when it wouldn't boot into safe mode (i have no idea why), they suggested i return it. Is there really nothing I can do here? Is there a way to fully deactivate/format it or did I just waste a lot of money? :(
 
  • Ensure that the Vita console is turned off
  • Press the PS button, Power button and Right Shoulder Button at the same time and hold until recovery menu shows up.
  • You will now have a menu with the following options:

1) Restart the PS Vita System
2) Rebuild Database
3) Format Memory Card
4) Restore the PS Vita System
5) Update System Software
 
  • Ensure that the Vita console is turned off

I managed to activate the safe mode menu and did all of this. But I still get the message upon going to add/create a PSN account.

your gonna have to contact the person you bought it off and ask them to remove it from there ps account which they can do from the pc i believe.
im afraid thats all i can think of.

EDIT:
oh wait what ps store do you use because you could wipe your vita and set it to a different regions ps store that might solve it perhaps
 
This is why I never buy secondhand online enabled consoles that aren't refurbished.

Two of the three Vitas I bought were used online and linked to other PSN accounts, doing a format/initial setup and adding my PSN details was easy. All show as registered to my account on the Sony Media website. No drama!
