Homebrew Custom Theme Thread

No need to get all the files. If you can get the two files mentioned above you can already do what you want.
With these files you can now make the theme installation.
Realizing what @MarioErmando said.
Now if you only have the .cia file process for the files mentioned above will be different.

Another theme by me, portraying Flandre Scarlet from Touhou.
no scrolling top screen, normal scrolling bottom screen, doesn't have custom folders, doesn't have custom borders, doesn't have custom SFX, has custom BGM.

Next is hopefully a Rhythm Thief theme followed by "something from the Tales series" for FlameSpeedster. I might also do something for Yandere Simulator as well.​

What is the fastest way of previewing a theme on the 3DS? (I mean while still doing the finishing touches, to check how it looks.)

You mean Usagi 3DS Theme Editor? That simply doesn't show everything. I'm looking for the fastest way to preview themes on the 3DS itself.
Press L + Y + Right to take a picture of the two screens.
After you take the picture just move the 3DS screen to the PC.
I do it right after I caught the image I edit putting on a skin 3ds.
First you put the 3DS icons the way you want then just take the picture.
