So... Converting the 3mb mp3 to wav made it 24mb XD From my guesstimate, I think a ~12mb wav file would be able to be compressed into a ~3.3 .bcstm file.

The file has been converted. It's 7mb in a .bcstm format. >.< Sorry.

PS- The reason I'm aiming for a 3mb file is because anything larger, and you'll get an error when installing the theme.
Also, sorry for the late reply; I'm at work XD

PPS- Another good tip is to keep the audio at around 1min. Find a good point to fade out and loop.
