The best way to do it would be to find a dual scrolling theme in this thread. I think there was a Yoshi one a while back. Disassemble one of those. As far as colors, what I did was for every catagory I put red, green, blue, any other random colors needed. Then I installed that. That way you can look at your 3ds and see where each color goes while editing. So you can be like "ok, first color for arrow button, I have red. On the 3ds I see that's the shadow color. Honestly, there's really no consequence to soft bricking your 3DS with faulty themes. Backup your sysNAND/emuNAND theme exdata and restore it in the event of a soft brick. It's more annoying than devastating and can be fixed in a couple minutes.
The subfolder can be found in your 3DS folder in the root of your SD under exdata. EUR "000002ce", USA "000002cd", JPN "000002cc", respectively. Back it up and restore it if--when--you run into any problems.
I've softbricked my New 3DS several times now while experimenting with sound effects and as a result of seemingly general YATA bugs. In general, following guidelines and tips will help minimize softbricks.

You need a way to launch the gateway launcher in order to do a nand backup/restore, which isn't possible on 9.9. There is a difference however, between a soft brick and perma brick. Since themes are only on the sd extdata, it should be fixable by removing that sd. Some bricks occur from installing or editing software contained in the nand. Those require a port to be soldered to the 3ds board in order to reflash nand. But yeah, permanent bricks are serious business and are sometimes unfixable.
I'd just recommend to use extdata_tool to backup your extdata before you use a custom theme, then you can remove your sd card and go to Ninjhax 2.0, put your sd back in, and restore the extdata backup if you get a soft brick. Since themes are in the extdata, I don't think you can get an unfixable brick from themes.Thanks!
