I'm using fusee directly to boot into ams.

It's a problem with sys-tweak, it needs to be updated. It happens to work for me because I'm using hekate.
The only workaround for now is you use Hekate to boot.

I compiled it with ams 1.0.0 libs here if you'd like to try that.
Working fine on my switch with fusee and fss0.

there are 2 nsp when i try to install em it says no nca found or something like that

You don't install it like a game nsp.

You can choose between the two.
sys-tweak.nsp is just normal sys-tweak.
sys-tweak_log.nsp is sys-tweak with logging enabled.

Yeah just made the plunge and it is working on 13.0.0 ams 1.1 systweak 1.1.0 the link in this thread will take you to the latest releases. However if ya feel lazy: https://github.com/16BitWonder/switch-sys-tweak/releases/download/1.1.0/sys-tweak_AMS-Pre-1.1.0.7z
