Hacking Curious questions about cia loading prior 3ds inital setup.

I have a o3ds that I will format, don't need it bought a n3ds. I have the o3ds a9lh but was curious if there hblauncher.bin to skip past the initial 3ds setup to install 3ds cia while leaving the setup intact.
I know this may not work due to the titles needing a userprofile path to install to on the sdcard but was curious I have few titles that automatically install on my o3ds everytime I have formatted it (mariokart 7 and a loz:four sword game).

Also, instead of hblauncher.bin, I could use a FBI.bin or etc. Via the hotkey/payload options from A9lh/Luma cfw.

Nope but what you can do is this

is install CIAs after the setup
then use the leaked "Config" from the SDK
and reset console in its settings
it will "re-enable" initial setup, but everything else will remain in place

If you have a version of Config CIA that doesnt install to Nand you can delete it from the Nintendo 3DS folder

If you reset the 3ds go to setting and uninstall the Config CIA it should also remove itself before you restart
you can't back to homemenu and go to setting if you enter "config" title.
