can i change the website that artwork is pulled from using configurable usb loader? when it is loading it usually takes 3 or 4 tries before it succeeds.

Straight from README-CFG.txt: (It came in the Configurable USB Loader ZIP package.)

# {ID} will find automatically the correct ID by trying ID6, ID4 and ID3

# {PUB} os the last two digits of the ID and can be used to get covers from other
# regions. E.g., replace {ID6} with {ID3}P{PUB} to look for PAL covers.

# They can be in the same line separated with space, example:
# cover_url = http://site1.com/{ID}.png http://site2.org/{ID}.png

i downloaded the configurator. where do i upload it? do i make the changes on while this is on my PC or do i upload it to my sd card?

It's a Windows app. You can see more about it via the link in my signature. It will allow you to easily change the cover_url_* options to use a different list of websites.
