i launched it in dios mios booter and it loads in full color, how can i get it to work in GX?

Oh, can you post a picture of what the settings look on the games menu please its kinda hard to visualize when im not on my wii.

I tried my wii out on my hdtv and it loads in full color through gx. The only time it is black and white is on my old 480p tv when i launch the game through GX. Its fine if I use an HDTV or dios mios booter on the old tv.

Your new TV is likely to support both NTSC and PAL while the old one supports only one of those. There's something wrong going on with the Force option - I had that problem and what I did was just switching to Booter for Gamecube games but you can experiment with the settings.
