Except nsc builder, any program can convert nap to xci?

I did used it but output is nap . . .same format again.

Get your in there
SAK\bin\prod.keys

Load this file as a payload.
Then you get the file PROD. KEYS on the SD card in the SWITCH path.

You don't need to convert XCIs. You can install them with Awoo or Tinfoil, which does on the fly conversion for you.
I don't recommend converted XCIs, because it's impossible to check if they're good (not corrupted/badly made or anything) since they fail signature checks. But if installing a XCI directly it will pass signature checks, and only notify you if there's something wrong.
